Funding Education
Post #136 reviewed Technology Development and Education Development from 1620-2025; let’s do the same for the Funding of Education.
AGRARIAN & HANDCRAFT
1620-1869
* Throughout this period the funding of education was the responsibility of the states or localities.
INDUSTRY & MACHINE TECHNOLOGY
1879-1939
* The funding of education was still the responsibility of the states or localities.
ADVANCED TECHNOLOGY
1940-2009
* The funding of education was still the responsibility of the states or localities.
* It wasn’t until the mid-1980s that the federal government took a role in K-12 education; responding to constant reports of poor student performance since the 1960s. The federal government funding was for special projects focused on solving specific problems. The primary funding of education was still the responsibility of the states or localities.
SUPER TECHNOLOGY-THE NASCENT PERIOD
2010-2019
* Primary funding of education was still the responsibility of the states or localities. Federal spending was limited to supporting special projects that address the mediocre performance of America’s students (i.e., No Child Left Behind, Professional Development for teachers and staff, Benchmarks for Student Achievement, Measurable Goals for all students, etc.).
* The percent of the Total Federal Budget (Mandatory and Discretionary Spending) from 2010-2019 was:
2010…1.8% 2011…1.4% 2012…2% 2013…2% 2014…3%
2015…3% 2016…2% 2017…2% 2018…2.6% 2019…2.6%
That level of spending does not indicate a high priority item! YOU GET WHAT YOU PAY FOR!
SUPER TECHNOLOGY-THE RAPID DEVELOPMENT PERIOD
2020-2025
* Funding continued to be the responsibility of the states or localities. The percent of the Total Federal Budget (Mandatory and Discretionary Spending) from 2020-2025 was:
2020…less than 2% 2021…less than 2% 2022…3.7%
2023…3.6% 2024…less than 1.4% 2025…2.3%
* IS IT ANY WONDER THAT WE HAVE A MEDIOCRE EDUCATION SYSTEM?
* With a Mediocre Education System we can not compete in a global economy fueled by Super Technology!

ANALYZE THE EXAMPLE
* Which supports and barriers were in play?
* What were the dynamics?
* Who, or what, won the Tug-of-War?
* Discuss the outcome with your friends and family.
* Use Post #4 as a reference for the relationships and dynamics between supports and barriers.
